Combine 2 cups of all-purpose flour, 1 teaspoon of salt, and 1 tablespoon of oil in a mixing bowl. Gradually add lukewarm water to form a smooth dough. Knead for 10 minutes and rest for 30 minutes.
Mix 1 cup of finely chopped vegetables (cabbage, carrots, onions, and bell peppers) with 1/2 cup of cooked and mashed paneer or tofu. Add 1 tablespoon of soy sauce, 1 tablespoon of ginger-garlic paste, and salt to taste.
Divide the dough into small balls and roll out each ball into a thin circle, about 3-4 inches in diameter.
Put a tablespoon or two of the filling in the centre of each dough circle.
Fold the dough over the filling to form a half-moon shape, and press the edges together to seal the momo.
Place the momos in a steamer basket, leaving some space between each momo. Steam for 15-20 minutes or until the dough is cooked through.
Serve the veg momos hot with your favourite chutney or dipping sauce. You can also serve with a bowl of hot soup for a comforting meal.
