DNA: Already had an alert about Kabul attack, why could it not be stopped?

Britain's Armed Forces Minister James Heappey has said about the attack that he had already been sent the lines which he had to read in front of the media after the attack on Kabul airport. Many other countries also got the alert of this attack 24 hours before.
