NDMC to launch property tax portal, with mutation facilities

New Delhi: The North Delhi Municipal Corporation would soon come up with an interactive portal which would allow residents to query or apply for updating details regarding property tax.
Municipal Commissioner Praveen Gupta said the property tax collection of the NDMC has increased to Rs 613 crore in 2016-17 from Rs 371 crore in 2015-16.
"This is step forward towards ease of doing business by digitisation of property tax records. The residents would be able to avail related facilities by logging through UPIC (Unique Property Identification Code) number or Aadhaar number or name, address or by scanning of QR code on the UPIC card," he said at a press conference held at the Civic Centre here.
The portal is part of the e-governance measures taken by the NDMC and would also have details on property tax deposited since 2004-05, the civic body said.
"Taxpayers can know their dues as the digital platform would calculate the tax according to prevalent rates, schemes and rebates applicable. They can also request for modification in details including mutation or change of name.
"They would be able to also lodge complaint regarding false details about property," he said.
Tax payers would be getting alerts and information about schemes or rebates through mobile text message or e-mail.
The NDMC said the provision for inclusion or modification of property in property tax net has been provided as request for it came up during a survey of UPIC users.
Gupta further said as per its digitisation drive, 5,31,389 properties have been scanned, 1,38,221 properties have been taken up for reconciliation and 1,22,614 properties have been reconciled by merging them.
"As part of the digitisation process, total number of taxpayers for year 2016-17 increased from 3,95,043 to 4,40,145 in 2016-17," he said.
As per increase in quantum of tax collection, Gupta attributed it to steps like digitisation of properties and issuing of UPIC card.
The UPIC project started in late 2014, involves a door- to-door survey of all properties with GPS-based data and generation of a unique identity number for every property in NDMC's area.
"So far 6,19,581 properties have been surveyed and 2,51,373 properties have been finalised after GSDL verification. 1,14,200 units of UPIC package are ready for distribution," he added.
The corporation said the advertisement department has also registered an increase in revenue from Rs 16.97 crore in 2015-16 to Rs 41.09 crore in 2016-17 as against the target of Rs 36.22 crore.
"The revenue of Remunerative Project Cell has increased from Rs 38.91 crore in 2012-13 to Rs 60 crore in 2016-17. This is significantly above the the target of Rs 50 crore set for the period," he added.
