State television said 15 people were also wounded in the explosion in front of a water resources building in the city.

The attack comes a day after twin blasts that killed 32 people, said the Syrian Observatory for Human Rights, revising the toll it gave on Monday of 26 dead.

The Britain-based monitor said 19 civilians were among the dead on Monday, along with six Kurdish security forces and seven fighters from a pro-regime militia.

Those attacks were later claimed by the Islamic State group (IS).

Control of Hasakeh city -- and other parts of the province itself -- is divided between Kurdish militia and forces loyal to President Bashar al-Assad.

The city has regularly been targeted by IS, which controls some territory in Hasakeh province.

The group entered the city and seized several neighbourhoods in June, but was expelled a month later after battles involving both regime troops and Kurdish fighters.

Elsewhere, state television said three people were killed and 10 wounded in rebel rocket fire on government-held parts of Aleppo on Tuesday.

Aleppo is divided between government control in the west and rebel control in the east.

Rebels often fire rockets and makeshift missiles into the west, while the regime carries out aerial bombardment of the city`s east.

More than 240,000 people have been killed in Syria since the conflict began in March 2011 with anti-government protests.

The fighting has since evolved into a complex civil war involving rebels, the regime, jihadists such as IS and Kurdish fighters.
