Bhopal: The Madhya Pradesh Assembly was adjourned twice today following uproar over a question in the Class 12 Board Examination paper of Hindi subject in which students were asked to write an essay on caste-based reservation posing a danger to the country.
In-charge leader of Opposition Bala Bachchan demanded a debate on adjournment motion regarding the question on caste-based reservation during Question Hour which led to heated arguments between the treasury and opposition benches.
Speaker Sitasaran Sharma intervened saying the issue will be discussed later.
After Question Hour ended, when the Zero Hour was scheduled to begin, Congress member Ramniwas Rawat demanded that a debate on his adjournment motion on the question paper of MP Secondary Education Board on caste-based reservation be taken up.
To this, MP Legislative Affairs Minister Narottam Mishra said the Congress was anti-farmer and does not want to discuss their plight following hailstorm in many parts of the country and rather wanted to divert the attention by raising this issue.
Other Congress members stood up and demanded a debate on the Class 12 Hindi paper question, alleging that BJP wants to end caste-based reservation in Madhya Pradesh Board of Secondary Education, which, they said, was unconstitutional.
Mishra said Congress has informed the Assembly Secretariat that it wants a debate on adjournment motion (moved by Rawat, Ajay Singh, Mukesh Nayak and Jitu Patwari over reservation) very late.
He read out a rule which said that adjournment motion for debate in the Assembly should be put up two hours ahead of day's business with the Secretariat.
He said Congress members had put up their demand for a debate on adjournment motion at 9.40 am whereas the session began at 10.30 AM.
Speaker Sitasaran Sharma said the treasury bench needs time to collect details regarding the debate on adjournment motion and asked why such issues are not put up with the Assembly secretariat two hours before the House business starts?
Congress member Mukesh Nayak demanded that the subject was very important and it should be debated. In the past, he said that debates on adjournment motions used to take place on short notices, a fact which was countered by Forest Minister Dr Gaurishankar Shejwar.
Nayak asked Shejwar not to act against the interests of people of reserved category as he too was a member of the oppressed class.
